The Regulation of the State Council on Outbound Investment Came into Effect on July 1, 2026

As the first administrative regulation in China directed to outbound investment, the "Regulation of the State Council on Outbound Investment" officially came into effect on July 1.

Consisting of 34 articles, the regulation aims to promote high-standard opening up and the high-quality development of outbound investment, effectively implement outbound investment management, protect the legitimate rights and interests of outbound investors (enterprises, other organizations, and individual residents) in China and their outbound investment, and safeguard national sovereignty, security, and development interests.

Meanwhile, professional providers of consulting and evaluation services, legal services, accounting and auditing, credit rating, mediation and arbitration, and intellectual property services are encouraged to expand overseas service realms, improve international service capabilities and levels, and provide high-quality professional services for investors and their outbound investment.
